How can we best organise and finance care for elderly persons in a future with ageing populations? The German Long-term Care Insurance (LTCI) introduced in 1995/96 provides an interesting example. In this Working Paper, Professor Hildegard Theobald who was a guest researcher at the Instittuee in 2011, takes a closer look at the institutional features of LTCI. She analyses the different modes of funding and relates them to the most importat political actors and their ideas.
